COIRThe Coconut Industry Reform Movement, Inc. (COIR) is a movement of three national peasant organizations, six non-government organizations and one individual advocate. It is a broad organization of POs, NGOs and individuals working for the revitalization of the coconut industry under a just social order. The coalition is guided by the principle of putting the millions of small coconut farmers and farm workers at the core of industry development. Its partner organizations are present in 35 out of 60 coconut producing provinces.
Vision COIR envisions a dynamic coconut industry significantly contributing to national development powered by organized, liberated and enlightened small coconut farmers and their communities who have control of significant aspects of the industry from farm production to processing, marketing and technological research and development and have effective participation in governance and policy-making, adhering to the principles of social justice, solidarity, sustainable development and respect for basic human rights regardless of gender, ethnicity, religion and age.

Areas of Expertise/Concerns COIR focuses mainly on National level Advocacy and Grassroots Advocacy Support (Capacity /Capability Building) of Partner Organizations.
National level Advocacy This program aims to:
- Seek Executive and Legislative policies favorable to small coconut farmers, farm workers and their communities:
- Seek representation and active participation of small coconut farmers in policy-making bodies of government and industry; and
- Seek active partnership with government and international agencies for the benefit of coconut farming communities.
Grassroots Advocacy Support (Capacity and Capability Building) for Partner-Organizations. This concern seeks to:
- Assist the efforts of partners at the local level (organizations / coalitions): and
- Strengthen the capacity of partners and to expand their organizing capability through consultations, education, training and formation.
Target Clientele/Beneficiaries The National level Advocacy Program benefits the small coconut farmers and farm workers in general.
With capacity and capability building, the Local Advocacy Program is directed to address the capabiltiy needs of local organizations /coalitions of small coconut farmers and farm workers in current selected provinces:
- Laguna/Batangas
- Davao Oriental
- Quezon
- Zamboanga del Norte
Network/Linkages COIR, aside from its member POs and NGOs, has maintained links and networks with other NGOs/Foundations, the science and technology community, the academe, church and individuals supportive of the plight of the small coconut farmers and farm workers.
Government linkaging is done with the local government units, the Philippine Coconut Authority, Department of Agrarian Reform and Department of Science and Technology.
International linkaging is also done largely with foreign-based churches and other private advocacy groups.
Project information COIR’s current program stresses on local-national level advocacy for:
- the recovey of the coconut levy funds for the benefit of the small coconut farmers and farm workers;
- putting a halt on the massive cutting of coconut trees; and
- hastening agrarian reform and development in coconut lands.
